Ask ABC: Why is online filing the best way for me to file my Newspaper Publisher’s Statement?

For the March 2006 filing period, more than 40 percent of newspaper members used online filing to submit their reports to ABC.
Periodicals have also been able to submit their report information via online filing. For the period ending June 2006, more than 60 percent of ABC periodical members filed online.
ABC uses a “first-in-first-out” policy in releasing completed Publisher’s Statements. The sooner a publication submits their completed information, the sooner its finished statement is likely to be released.
When a member files online, the entry is password protected, so only the filer can see their data prior to submission to ABC. After the member files their data, it is not immediately available online – the data must still undergo review by ABC before it is released in FAS-FAX.
Tip for Getting Quicker Proofs: Submit your completed data early. Waiting until deadline, when there may be a rush of last minute filers, negates the extra benefit of a quicker proof turnaround. Early submission results in a quicker turnaround on Publisher’s Statement proofs; some can be turned around in as soon as 24 hours. Filers that wait until the last minute will likely have to wait longer for their proofs.

Submitting data online has become the norm today and ABC is no exception. With 40 percent of newspaper members filing their Publisher’s Statements electronically (March 2006 filing period), ABC’s online filing tool has become an efficient and popular way for members to ensure that their data arrives at ABC completely and securely. Plus, it allows members to transmit data faster and the online process has several checks in place to guide the online filer as well as provide math checks, reducing time-wasting filing errors.
ABC’s Web site provides several online filing resources that include:
- Preparatory surveys and worksheets that break out key paragraphs on statements and help the filer understand their resulting data and communicate it clearly with ABC
- Examples of successfully completed statements
- Reminders on recent board actions and rules changes that may impact the current filing period
When a filer is ready, the online filing process provides:
- A calculation feature that double-checks and flags any inconsistent FAS-FAX versus Publisher’s Statement data
- A “save” feature that allows the filer to return at a later time to finish the filing process without losing already inputted data
- Real-time statement filing for filers who need to meet ABC’s submission deadlines.
Online filing for newspapers has been an option since 2005.
According to ABC’s Kelly Murphy, director, technical review and report processing (TRRP), “Online filing is preferred by members because it provides them with a way to transmit their report data in real-time, saves postage, ensures receipt by ABC, reduces errors and generally smoothes the way towards a more quickly released report. With our ‘first-in-first-out’ release policy, it’s a great benefit to members who want to file accurately, on time and get their reports out to their advertisers quickly.”

ABC newspaper members can file online at www.accessabc.com. Visit the "Online Report Filing" page and choose “PS Online Filing” from the drop=down menu. Hard copy filing forms that are used to help filers compile accurate data for relevant sections to be reported on the Publisher’s Statement are also available.
