Ask ABC: I would like to omit several days this year from my newspaper circulation averages. What are ABC’s requirements regarding omitted days?
ABC allows newspaper members to omit some days from their circulation averages, but only if the member follows ABC provisions.
Rule C 2.7 Days Omitted from Averages permits newspapers to omit days in which circulation was unusually affected. A day may be omitted provided the net paid circulation variance between the previous corresponding day and the potential omitted day is at least five percent.
Example:
A newspaper wants to eliminate December 28 from its circulation. The net paid circulation for that day is 100,000. The net paid circulation for the previous corresponding day, December 21, was 107,000. Since the difference between the two days’ circulation exceeds five percent, December 28 is eligible for omission from the newspaper’s ABC circulation averages.
Limitations:
According to Rule C 2.7, the allowed number of omitted days in a publication’s 12-month audit period is a maximum of ten omitted days regardless of the reason – holiday, option days or situations beyond the publisher’s control.
Notification:
Publishers are required to notify ABC of their intent to omit a day no later than 15 calendar days after the requested omitted day. Total net paid circulation figures for the omitted day and the previous corresponding day must be provided within 30 calendar days of the omitted day requested. The omitted day request will be denied if the publisher fails to follow ABC’s notification requirements.
