ABC’s monthly NewsBulletin column, Q&R Corner, focuses on the 2009 and 2010 U.S. newspaper rule changes. The column is a staple in ABC’s online NewsBulletin and features FAQs, interviews with ABC staff and industry leaders, a comprehensive review of the new report formats, and tips on preparing for the changes.

More than 100 U.S. daily newspaper members release Audit Reports that cover the 12 months ending in June. As the end of the reporting period approaches, these newspapers are preparing for their 2009 audit.

With new rules in effect as of April 1, 2009, these newspapers may have some minimal circulation generated under the new guidelines. However, because the majority of the circulation was governed by the previous rules, ABC will release June-ending Audit Reports in the traditional format with two price groups: 50 percent and above, and at least 25 percent but less than 50 percent.

If newspapers have circulation generated after the April 1 rule changes that is less than 25 percent of basic price, the circulation will not be disqualified. It will be reported in the second price category of at least 25 percent but less than 50 percent of basic price.

Beginning with Sept. 2009-ending Publisher’s Statements and Audit Reports, ABC will switch U.S. newspapers to the interim report format. Prototypes of the interim Publisher’s Statements and FAS-FAX report are posted in the Q&R support center.
