Qualified Non-Paid Circulation – Obtained through Medical Industry Lists
Effective Immediately (November 2004)
At the November 2004 meeting of the ABC board of directors, modifications were made to Rule D 11.1 Additions and Removals, and Rule D 12.2 Non-Paid Circulation Other than Direct Request.
The changes pertain to business publications who:
- Serve the medical industry
AND - Claim “Non-Paid Circulation Other than Direct Request” in Paragraph 1(b) of their ABC Publisher’s Statements as a result of list sources
AND - Obtain at least 90 percent of their list subscribers from the American Medical Association, American Osteopathic Association and American Dental Association
For business publications meeting all of the above criteria, the reporting of addition and removal statistics in Paragraph 2 is now OPTIONAL. If a publication elects not to report addition and removal data, an explanation stating the reason for omission will be made in the explanatory paragraph of ABC reports.
Also, the requirement to serve recipients at least six consecutive months (or three consecutive months for those published more often than monthly) will no longer be applicable to those publications meeting all of the criteria above.
To view the new rule language, please see Rule D 11.1 Additions and Removals, and Rule D 12.2 Non-Paid Circulation Other than Direct Request.
