‘Analyzed Non-Paid’ Circulation Defined (Effective for June 2006 P/S)
At the March 2006 meeting, the board of directors adopted rules redefining ‘Analyzed Non-Paid’ circulation.
The new definition of ‘Analyzed Non-Paid’ was effective January 1, 2006 and therefore will appear on Publisher’s Statements and Audit Reports beginning with the six-month period ending June 30, 2006.
ANALYZED NON-PAID CIRCULATION
These are single issues or subscriptions designated by publishers as follows:
List Source
These are subscriptions served to individual addresses wherein names were obtained from a list, directory or similar resource.
- The list must be dated and may not be more than three years old
- Recipients are NOT presented with an opportunity to opt-out of the subscription
- Recipients must meet the ‘Definition of Recipient Qualification’ as defined by the magazine. (See also Rule F 13.1 Definition of Individual Recipient.)
- Distribution must occur for at least:
- Six months (if published monthly or less often), or
- Six consecutive issues equaling no less than three months (if published more often than monthly)

Market Coverage
These are single issues or subscriptions distributed to individual addresses, but for whom the publication’s personnel has limited or no information about the recipient.
- May be known by address only
- May be a single issue (no minimum service requirement)
- Multiple copies served to waiting room locations for a single issue or where the location was not presented with an ‘opt-out’ opportunity

Delivered with Host Product
These are single issues or subscriptions distributed as an insert into another publication.
- Host product must be identified
- Records supporting net circulation of host product must be available (issue by issue)

Non-Paid Bulk
These are single issues or subscriptions distributed in mass quantities to designated locations for pickup by unknown recipients.
- Recipients unknown to publisher’s personnel
- May be a single issue (no minimum service requirement)
- Records must be maintained on an issue-by-issue basis to support gross and net distribution

REPORTING
Analyzed non-paid circulation will be disclosed in Publisher’s Statements and Audit Reports in all appropriate paragraphs reflecting claims of paid and verified subscription data.

Note:
Effective with the June 2006 Publisher’s Statement period, the reporting of ‘Age of Source’ and ‘Adds and Removes’ has been eliminated.
Rate Base
If the magazine uses any rate base, this primary rate base will be displayed in Paragraph 1 of ABC reports. See also Rule F 11.1 Advertising Rate Base or Circulation Guarantee.
