Update to Back Copy Service Eligibility

At the July 2006 meeting of the ABC board, actions were taken to update rules regarding the qualification of back copy service.

Unanimous consent was given to three action items:

  • Rule F 7.2 Back Copies, to allow for one issue of a back copy to be served to publications published bi-monthly to monthly frequency.

    Therefore, under new updated rules, service of back copies to new subscription starts of the print publication can be made as follows:
    • One issue for publications issued bi-monthly to monthly frequency
    • Two issues for publications issued more frequent than monthly

    The change in this rule is effective for copies served January 2006 issue and later.

  • Rule F 15.1 Verified Circulation, to allow for back copies to new verified subscription starts of the print publication.

    Therefore, under updated rules, verified circulation is eligible for service of back copy as allowed under existing back copy rules.

  • Clarification by the board was made as to the eligibility of service of back copies to sources of circulation other than individual paid and verified individually addressed.

    The board clarified that service of print back copies, in accordance with established Rule F 7.2 Back Copies, be allowed for any new start from paid subscription or verified subscription sources. Therefore, subscription sources to include: association, sponsored (both public place and individually addressed), partnership deductible, etc are eligible for back copies, in addition to verified public place and individual use.
