Digital Contact Service Extensions Included in Paid Circulation

Effective immediately March 16, 2009

At the March 2009, board Meeting, Rule F1.1 Paid Circulation Defined, was changed to allow for one extra issue of service to current customers who provide an e-mail address to that specific publication, to be included in paid circulation. The reason behind this ruling was to allow magazines more access to a consumer through digital means to move their electronic service forward for the future. These subscriber extensions are required to be reported in the explanatory paragraph of the ABC report with full disclosure of the program and the average number of copies served during the statement period. This is effective immediately as of March 16, 2009, but will be reviewed in two years, following the December 2010 reporting period to evaluate the use of this marketing opportunity.

Some examples of how a consumer can be reached to extend their service by one issue could be as follows:

  • Publisher could send out a solicitation to their current subscribers noting that by responding with an e-mail address the subscriber’s subscription term will be extended by one issue.
  • Publisher could send out a solicitation to their current subscribers noting that by registering on the publications website for future electronic communication the subscriber’s subscription term will be extended by one issue.
