Premium and Combination Sales Rules Updated for Magazines Published less than Once every Three Months

ABC Rule F 8.1 Premium Defined and Rule F 8.4 Subscriptions/Single Copy in Combination state that any magazine that is sold in combination with a second magazine whose frequency is less than once every three months, should be governed by the premium rule rather than the combination sale rule.
The board was asked to review this rule at the July 2009 meeting to determine if the premium rule was an appropriate standard or if this type of sale should be governed by the combination sales rules. Unanimous consent was given, effective immediately, to allow magazines issued with a frequency less than once every three months to be governed under the combination sales rules when sold with other magazine. The qualification for any two magazines sold together, regardless of frequency, is now a minimum of one cent per magazine. will now be subject to the qualification requirements as contained within the combination sale rules for both subscription and single copy sales.
