Non-Paid Multi-Copy Same Addressee Circulation (Effective July 2004)

At the July 2004 board meeting, the ABC board of directors adopted rule language to allow farm publications to report non-paid "bulk" distribution as qualified circulation on ABC reports. The circulation would be identified as either "Multi-Copy Same Addressee" or "Multi-Copy Individually Addressed." To be reported as such, each copy would need to be specifically addressed to the designated recipient, or if shipped in bulk the publisher would need to maintain sufficient documentation that identifies each of the designated recipients.

Based on the adoption of this concept, three rules were amended to reflect the change (E 2.1 Multi-Copy Sales, E 2.2 Paid Multi-Copy Sales Defined and E 2.3 Group) and a new rule was created (E. 12.5 Non-Paid Multi-Copy Same Addressee Circulation).

This circulation would be reported as its own line item in Paragraph 1(b) of ABC reports. For Paragraph 3(b) Age of Source, the circulation would be reported as "Direct request from recipient's company," Business Directories, Lists or Other Sources, whichever is applicable. Further details of the circulation shall also be reported in the explanatory paragraph.
