Single Issue Sales of Back Copies - Final Passage March 2007
ABC rules do not permit back copies to be included in paid circulation. At the March 2007 meeting, the board of directors granted final passage to language modifying the definition of back copies related to single-copy sales in Rule C 5.11 Single Issue Sales of Back Copies.
Effective March 12, 2007, a daily issue of a newspaper does not become a back copy until the following corresponding day’s issue is available for sale.
For example, the Monday, April 2, 2007 issue does not become a back copy until the Monday, April 9, 2007 issue goes on sale. All single-copy sales of the April 2nd issue through the end of the day April 8th may be claimed as paid circulation, provided the sale complies with all other qualification requirements, such as pricing.
It is important to note this rule modification pertains only to single-copy sales.
