NIE Guide—U.S. Newspapers

This guide is intended to explain and clarify the rules and guidelines governing educational program circulation (also referred to as Newspapers in Education or NIE).

This guide is not intended to be all-inclusive, but provides general guidance on the ABC rules and guidelines governing educational programs, regardless if the delivery is made in print or electronic format. However, additional qualification and alternate reporting requirements exist for educational program e-editions (NIE e-editions), so please also refer to the Electronic Editions Guide.

The information in this guide reflects all ABC rules and guidelines effective as of the posting date.
