Omitted Days - Final Passage July 2006

Newspapers may omit certain days from the calculation of their average net paid circulation. Previous to July 2006, any single day the newspaper wished to omit from average as a result of weather, printing press breakdown, etc. was only possible if the circulation on that single day differed from the previous corresponding day by at least ten percent. If the situation occurred for more than a single day, the circulation on those days may be omitted provided the circulation on those days differed from the previous corresponding day by at least five percent.

At the July 2006 board meeting, the board of directors gave final passage to new rule language eliminating the ten percent requirement.

Therefore, newspapers may now omit any day from their averages, provided the circulation on either a single or multiple days differs from the previous corresponding day by at least five percent.

NOTE: A limit of 10 omitted days per audit period is still in effect and was not impacted by this rule amendment.
