NIE Guide—U.S. Newspapers (Effective April 1, 2009 through September 30, 2010)
Content of Newspaper
Newspapers distributed for educational programs must be the same product an individual would receive at nearby vending boxes or retail stores.
- Freestanding insert advertising (FSIs) may be excluded from educational program copies provided the advertiser has instructed the newspaper to do so.
- Extra or unique editions may not be used to fulfill orders for educational program copies.
- Educational supplements (tabs, serials, etc.) may be added to educational program copies.
- Curriculum or teacher’s aide materials may be provided to the instructor in addition to the newspapers.
Electronic editions may be served to fulfill orders for educational program copies if the following applies:
- The newspaper has an established e-edition. This means any user of the e-edition must order a license and then receive a username and password to access the online edition. An e-edition may not simply be the newspaper’s public website.
- The e-edition is a replica of the print newspaper, or a non-replica e-edition of the newspaper has received prior ABC approval.
