NIE Guide—U.S. Newspapers (Effective April 1, 2009 through September 30, 2010)

Circulation classified on ABC documents as paid educational program copies represents copies distributed to and intended for use by students.
Paid Circulation
Per ABC Rule C 1.1 Paid Circulation Defined, paid circulation represents copies or subscriptions paid for at no less than one cent, net of all considerations.
NIE Classroom Copies
NIE classroom copies represent newspapers ordered by instructors teaching accredited educational classes and used in the classroom setting as part of the curriculum. These copies may be paid by sponsors or through school funds.

NIE Home-Delivered Subscriptions
NIE home delivered represents copies of the newspaper delivered to the homes of students currently involved in a classroom NIE program. The intention of an NIE home-delivered program is to expand the use of the newspapers outside of the classroom setting to improve literacy and the life skills of the student or family.
These copies may be paid by sponsors or through school funds. Subscriptions or copies paid for directly by the family would be classified on ABC documents as individually paid, home-delivery circulation.

Registered College Student Copies
Registered college student copies represent copies provided to registered college students in a campus setting. These copies must be distributed in areas limited to access by the registered students (and faculty).
These copies may be paid by sponsors or through school funds. Subscriptions or copies paid for by the individual student would be classified on ABC documents as individually paid, home-delivery circulation.
