NIE Guide—U.S. Newspapers (Effective April 1, 2009 through September 30, 2010)

NIE Home-Delivered Subscriptions

Definition

NIE home-delivered circulation represents subscriptions of the newspaper delivered to the homes of students currently involved in a classroom NIE program. The intention of an NIE home-delivered program is to expand the use of the newspapers outside of the classroom setting to improve literacy and the life skills of the student or family.

Payment

A qualifying price for all NIE copies must be paid. Payment for NIE home-delivered subscriptions may be from either the school or outside sponsorship donations. Other Qualification Requirements

All of the following qualification requirements must be met in addition to payment of a qualifying price.

  1. The individual receiving the copies is currently participating in an NIE classroom program. If delivery is for the summer months when school may not be in session, the student must have participated in an NIE classroom program in the spring semester of the normal school year.

  2. The household places an order for the subscription. The order must clearly state the term and frequency of the subscription.

  3. NIE home delivered may only apply when the household is not purchasing or currently receiving its own subscription.
    • If the household does not currently receive the newspaper, but would like to purchase a subscription, then the circulation is classified as Individually Paid, Home Delivery.
    • If the household already receives the newspaper as the result of a current home-delivery purchase or third-party program, the household is not eligible to receive an NIE home-delivery subscription.

  4. The newspaper must create and clearly outline a curriculum with specific assignments for the use of the newspaper at home.
    1. The curriculum must be designed to encourage literacy, continuing education or life skill improvement (i.e., learning English).
    2. The curriculum must identify the minimum participation and completion standards. These standards must be clear, documented and auditable. For example, it may require the students to write a one-page essay each week of the subscription term on a topic they read in the newspaper. The minimum standard for audit is that 100 percent of the essays will be completed to fulfill the program unless some other standard is clearly specified to the student.
    3. Records supporting the completion of the minimum standards outlined in the curriculum must be available for the auditor’s review upon request. Using the example above, all of the on-page essays by the student must be available for review by the auditor to ensure the minimum standards for the program were met.
