ABC recently launched the Flyer Distribution Verification Service (FDVS) in Canada. It is a great example of newspaper publishers and buyers working together to evaluate the needs of the Canadian marketplace. Representatives from more than 100 media buying and publishing companies worked together and provided constructive input through the Canadian Newspaper Advisory Committee and Canadian Print Advertising Buyers Committee to develop this new service.
FDVS provides advertisers with the assurance that their valuable flyers are properly handled and distributed by publishers. It is also a great way for newspaper publishers to market their flyer distribution programs to prospective advertisers.

Audit Overview
FDVS was designed to meet the unique needs of Canada’s flyer distribution market. Conducted during a newspaper’s annual circulation audit, the qualitative FDVS audit evaluates the flyer insert process for compliance with eight key points:
- Insert Receiving Procedures
- Security Policy and Practice Prior to Insertion
- Quality Control During Insertion
- Procedures for Leftovers and Shortages
- Route Structure Integrity
- Package Integrity in the Field
- Timely and Accurate Quantity Information for Advertisers
- Assuring Quality with a Nonemployee Work Force
