The Quality Insert Program (QIP) recognizes a newspaper's compliance with minimum industry standards for preprint advertising delivery
Acknowledging quality preprint services, QIP standards compliance assures media buyers that a newspaper's insert advertising practices are effective and efficient.
To verify that a newspaper is in accord with program guidelines, the Audit Bureau of Circulations (ABC) audits a newspaper's ability to meet QIP standards during an annual circulation audit. Findings will be published in a special document which may be released as a stand-alone report or with a newspaper's annual circulation Audit Report
Audit costs vary based on a product's circulation size, ranging from $300 to $600.
Audit Basics
Conducted during a newspaper's annual circulation audit, a QIP audit will verify a newspaper's ability to comply with program standards.
The audit will verify that newspapers meet specific eligibility requirements.
Key criteria for QIP compliance include:
- ABC circulation audits must be ZIP code-specific.
- Newspapers must provide weekly non-subscriber delivery programs within the Newspaper Designated Market (NDM) or City Zone (CZ).
- Newspapers must allow specific distribution, including one or any combination of ZIP codes, with a one ZIP code-minimum; ZIP code-specific delivery of home-delivered and/or single-copy circulation within the NDM; and home delivery or single copy as individual components within the NDM or CZ.
- A U.S. mail or third-party carrier-delivery audit, executed within the previous 12 months, must be available for auditor review. Non-ABC verification is accepted with a published disclaimer on QIP reports and statements.
Additional criteria require that newspapers:
- Accept preprint delivery up to seven days prior to publication.
- Provide monthly quantity estimates at least 90 days prior to distribution.
- Clearly define holiday procedures concerning deadlines and quantities 120 days prior to publication.
- Publish relevant insert buying information in media kits, including rates, sizes, deadlines and logistics.
- Follow newspaper Standard Advertising Invoice (SAI) billing procedures, indicating ad number, date of publication, quantity, cost-per-thousand (CPM) and total cost per insertion.
